Vladimir Yatsuba was born on July 1, 1947 in Dnepropetrovsk, Ukraine. He has higher education. In 1970 he graduated from Dnepropetrovsk Metallurgical Institute with a degree in metallurgical engineering. Candidate of sciences in the field of state administration (1999).
