First Deputy Сhairman
Sergey Savenkov was born on April 5, 1965. He is a native citizen of Sevastopol. In 1988 he graduated from the Black Sea Higher Naval School n.a. P.S. Nakhimov (electrical and mechanical engineer) and in 2010 obtained a second higher education (economics) at the Institute of postgraduate education of Donetsk national university of economy and trade named after Mikhail Tugan-Baranovsky. In 1983 – 1990 he served in the USSR Armed Forces. He successfully applied his economic knowledge in the field of private business. From 2006 till 2010 he was a deputy of Sevastopol City Council of the V convocation. On June 14, 2011Sergey Savenkov was appointed the first deputy chairman of Sevastopol City State Administration.
Deputy chairman of Sevastopol City State Administration Vladimir Arabadzhy was born on October 1, 1952 in the village of Dolzhanskaya, Yeisk district of Krasnodar region (Russia). He has two higher educations: in 1981 he graduated from Sevastopol Instrument-Making Institute with a degree in radio engineering; in 1993 – Russian National Foreign Trade Academy of People's Friendship (as an economist with the knowledge of the foreign language). After graduation from Yeysk Marine Fishing College in 1974, he continued his professional career in “Atlantika” - Sevastopol fish industry association and till 1988 he built up his career from radio operator and communication engineer to the Director of Sevastopol canned fish affiliate of “Atlantika” fish industry. In future positive management experience helped him to assume leadership positions in various fishing, commercial and industrial companies. In 1992 – 1996 he was a deputy general director of Sevastopol state enterprise “Atlantika” and in 2005 – 2007 he held the post of a commercial director of the closed joint-stock society “Avlita Stevedore Company” (Sevastopol). In 2007 Vladimir Arabadzhy was awarded the title of the “Honored Economist of Ukraine”. The same year he became an associate director of the state budgetary institution “Sevastopol Regional Center for Investment and Development” and worked there till June 2011. He has experience of work in executive and representative authorities of the city. From 1988 till 1990 he worked as a deputy chairman – the head of municipal infrastructure department of Gagarinsky district executive committee, deputy chairman of the executive committee of Sevastopol City Council. From 2006 till 2010 he was a deputy of Sevastopol City Council of the V convocation. On June 14, 2011 he was appointed the deputy chairman of Sevastopol City State Administration.
Deputy chairman of Sevastopol City State Administration ![]() Sergey Zhivoduev was born on January 9, 1956, in Tikhoretsk,Krasnodar Region (Russia). He has higher education – in 1985 he graduated from Odessa Engineering Institute with a degree in construction engineering. He started his career as a student of Gorlovka Polytechnic Institute, from which he graduated in 1975 as an engineer of gas service. Till 1982 he worked as a headman of Sevastopol sector of the Crimean gasification construction directorate №3 of “Ukrgazprombud” trust. In 1977 – 1979 he served in the Armed Forces. From 1982 till 2010 Sergey Zhivoduev was the head of underground gas transmission lines service, chief engineer, First Deputy Chairman of the Board - chief engineer, Chairman of the Board of “Sevastopolgas” JSC. He was elected the deputy of Sevastopol City Council of the III convocation (1998-2002), V convocation (2006-2010) and VI convocation (20110-our time) In 2010 – 2011 he occupied the position of the first deputy chairman of Sevastopol City State Administration. Sergey Zhivoduev was awarded the certificate of honor of the Verkhovna Rada of Ukraine (2008), the title of the “Honored Industry Worker of Ukraine” (2005), the certificate of honor of the Cabinet of Ministers of Ukraine (2004). On June 30, 2011 Sergey Zhivoduev was appointed the deputy chairman of Sevastopol City State Administration.
Deputy chairman – chief of staff of Sevastopol City State Administration
Elena Volotkovskaya was born on January 31, 1982 in Alexandria, Kirovograd region (Ukraine). In 2004 she graduated from Dnepropetrovsk National University with a degree of Master of Social Work and in 2005shetooka Master’s degree in Public Administration. She started her career as a methodologist in the Institute of preparatory training and postgraduate education of Dnepropetrovsk National University in 2004. In 2005 she changed her job to the Civil Service Department of MDCSU in Dnepropetrovsk region (Dnepropetrovsk) to the post of a chief specialist at the department of state service policy realization. From 2006 till 2008 she served at the General Department of the Civil Service of Ukraine (Kiev) as a chief specialist, head of organizational work and strategic planning, deputy head - head of the department of control and organizational work. In 2008-2010 she was an assistant-consultant of the National Deputy of Ukraine (Kiev), assistant to the Minister at the department of support of Minister’s activities, Head of the department of support of Minister’s activities (patronage service) of the Ministry of Regional Development and Building of Ukraine (Kiev). From the beginning of 2011 and till the appointment to Sevastopol City State Administration, she held a post of the Deputy of the Permanent Representative of the President in the Autonomous Republic of the Crimea. On July 7, 2011 Elena Volotkovskaya was appointed the deputy chairman – chief of staff of Sevastopol City State Administration. |
